He's kinda like Mr. Sandman, visiting children all over the world every night. Leaving little sugary droppings in their eyes. Farting. Farting in their eyes too (Oops, s'cuse I). Whispering. Whispering and drooling into their eyes (Oops, s'cuse I). He also haunts fishing towns in winter.
